Enhancing MCA’s entire UK portfolio

Hartnell Taylor Cook has been retained as property advisors to the Maritime and Coastguard Agency (MCA) since 2001. Through strong working relationships, the role has extended in scope and geographical area to now include the provision of lease advisory, valuation, business rates, property management, building consultancy and facilities management for their entire property portfolio covering the whole of England, Scotland, Wales and Northern Ireland.


HTC has been instructed to align their services to meet the MCA’s needs in a constantly changing and developing government agency in support of their core functions. The geographically diverse portfolio consists of over 500 sites across the entire UK, including many of the UK’s islands, and includes modern offices, operational premises, coastguard stations, radio masts and garages.


HTC established a core team dedicated to meet the needs of the MCA. This team has built a close working relationship with the MCA’s Estates team and developed a thorough understanding of its entire estate enabling them to respond promptly to the Agency’s demands. The role covers all aspects of property ranging from local disputes through to the acquisition of a strategic sites to the valuation of the entire portfolio.
The core team regularly attend meetings to undertake a review of the portfolio, provides strategic advice on the rationalisation and streamlining of the estate to meet the Agency’s changing needs.
A large area of the work is provided by the Lease Advisory team based in Bristol with 270 of the premises being occupied on a lease. The team also undertake rent reviews, lease renewals and analysis of the important lease dates.


The Lease Advisory team and the core group has developed a close relationship with the MCA. The portfolio has been streamlined and a number of surplus sites sold, generating substantial receipts for both the Agency and the Government as a whole. Each site has been inspected and new management and maintenance works put in place increasing the efficiency of the estate.
In addition to lease advisory, HTC provides the following services on a regular basis for the MCA; Building Consultancy, Facilities Management, Agency, Development, Valuation, Property Management and Rating.
